ON September third, 1930, occurred one of those terrible disasters which inexplicably come suddenly unexpectedly to thriving communities as the result of earthquake, flood, or storm. On this day the historic old capital of the Dominican Republic, Santo Domingo City, was practically destroyed by a tropical hurricane, with tragic loss of life.
