One of the oldest examples of the efficient work of a staff is found in the 17th Chapter of the book of Exodus. When Moses was leading the children of Israel through the wilderness, he was opposed by a tribe under Amalek. Moses ordered Joshua to choose some men and go out and fight against Amalek.

Moses, as commander in chief, with Aaron and Hur as assistants or staff officers, supervised the operation. The operation was described as follows:
