Why the Complicated Anti-Aircraft Director?

Since the publication of an article in a late issue of a service journal enumerating the proposed 1936 purchases of artillery for the Marine Corps, a question has been repeatedly asked by both officers and enlisted men. Why do we need these anti-aircraft directors? What do they do? Why is that necessary?
