THIS is the third time I have had the pleasure to appear before the officers undergoing instruction at this command. There were two subjects it was my endeavor to talk about before-one was "Initiative and Leadership"-the other was "Administration." As to the talk of to-day, it may have a subject, but I do not venture to give it a title.
