THE need is becoming increasingly apparent for some remedial action relative to the inadequacy of the authorized number of our noncommissioned officer and specialist ratings and for an equitable distribution by grades and classes to the line, staff and technical agencies of the Marine Corps. In other words, the need is one of modernization of our non-commissioned officer and specialist ratings.
