In Memoriam: Michael J. Browne

Major Michael J. Browne died in a helicopter crash near Dallas. He was 33. He became the first person in 49 years to be buried at historic Fort Niagara, N.Y., next to the War of 1812 cemetery.

New York Governor George Pataki granted the request because Maj Browne worked at the site for three years and took part in military reenactments; he served in the military; he made the request in his will; and he died on active duty.

"There are times when extraordinary circumstances call for exceptions to state regulations," said the governor. "This is one of them."
