EXPERIENCE

Enterprise Resource Planning Integration Officer, 6/2009 – Present
United States Marine Corps, Camp Pendleton, CA

Currently leading the integration of Global Combat Support System Marine Corps (GCSS-MC) within I Marine Expeditionary Force (MEF). GCSS-MC is a multi-block program for Logistics Chain Management (LCM) that will modernize the entire United States Marine Corps (USMC) Logistics Architecture and Management across retail supply, wholesale supply, equipment maintenance, and repair functions. Specific Responsibilities include:

  • Facilitate the coordination of Satellite GCSS-MC Operations Center (SGOC) implementation activities with appropriate MEF, Major Subordinate Command (MSC), and unit personnel.
  • Conduct operational planning team events and support the development of Initiating Directives and Implementation Operations Orders and other Marine Corps Planning Process documentation.
  • Coordinate GCSS-MC implementation briefs and updates to appropriate MEF staff and key MSC personnel.
  • Establish and maintain liaison between the MEF, MSCs, Field Service Maintenance Assistance Office (FSMAO) and the program office during all phases of the GCSS-MC implementation process.
  • Ensure implementation and sustainment support plans for GCSS-MC accommodate the MEF and MSC deployment cycles.
  • Implement and lead GCSS-MC change management efforts within the MEF.

Information Technology Director, 4/2008-4/2009
Ophthonix, Inc., Vista, CA

Managed Information Technology and Engineering departments for a medical device and custom eyeglass manufacturer. Scope of responsibility included application development, production support, infrastructure design and support, project management, and customer service. Specific accomplishments included:

  • Led development of business intelligence solution to provide real time sales and manufacturing information to key stakeholders throughout the organization.
  • Reviewed and reformed corporate Enterprise Resource Planning (ERP) system resulting in improved business processes and cost savings.
  • Managed implementation of IT Asset Management system and host, service and network monitoring program to achieve visibility over corporate hardware and software.
  • Introduced concept of server virtualization and consolidated hardware assets to reduce capital expenditures and provide energy savings.

Chief Information Officer, 3/2006-4/2008
City of San Diego, San Diego, CA

Led the Nation’s eighth largest City through a comprehensive reorganization of information technology. Achieved cost savings and improved customer service by transitioning to centralized management of common City IT processes. Established an initiative to provide consistent and cost effective IT infrastructure to support the City's computing services needs. Specific projects included:

  • Led data center consolidation effort that improved security and resulted in cost savings.
  • Implemented a single Enterprise Directory structure and consolidated the City's disparate messaging platforms into Microsoft Exchange/Outlook.
  • Established enterprise site licensing for Geographic Information Systems (GIS) and office productivity software used throughout the City.
  • Sponsored and managed Citywide initiative to replace the City's aging business applications with an Enterprise Resource Planning (ERP) software package. Led a team through pre-implementation activities including business case development, evaluation and selection of a software package and system integrator.
  • Revised and implemented improved IT governance process to bring together business and IT stakeholders for better decision making.
  • Served as the City's Emergency Operations Director during the 2007 wildfires.

Program Management Office Manager, 11/2001 - 3/2006
City of San Diego, San Diego, CA

Selected among many candidates to be the first Manager of the City's Information Technology Program Management Office (IT-PMO). As a direct report to the City’s Chief Information Officer, this position included responsibility for supervision of three managers and their respective staffs. The following significant accomplishments are noted:

  • Managed annual $60 million IT Portfolio from budget development to cost tracking. Provided City executive management with tools that enabled better IT investment decisions.
  • Supervised the administration of the Citywide technology contracts.

Current Operations Officer, 1/2002 – 8/2003
United States Marine Corps

Recalled to active duty in support of Operation Enduring Freedom. Integrated into operations staff of Marine Logistics Group. Significant accomplishments include:

  • Managed many aspects of pre-deployment preparations including the development of a logistics request tracking system as well as an automated system to better track immunizations of over 12,000 personnel.
  • During Operation Iraqi Freedom, served as the Logistics Group Current Operations Officer responsible for coordinating the provision of logistical support to all Marine Forces operating in Iraq – recognized for superior performance in the execution of these responsibilities with a Meritorious Service Medal.

Director of Project Management, 6/2000 - 10/2001
iXL Inc, Carlsbad, CA

Hired as a Senior Project Manager and subsequently promoted over numerous peers to the Director’s position. Managed team of technology and business professionals on numerous software development and integration projects. Served as client liaison for duration of projects, translating the client’s vision of work into an appropriate project plan and ensuring prompt and correct execution. Led creation of a Project Management Office to increase quality and consistency of delivery. Responsible for recruiting, educating, motivating and retaining a team of qualified Project Managers.
